THE ministry of housing and urban development has moved decisively to restore stability and effective governance at the Hlatikulu Town Board with the appointment of Kenneth Fakudze as town clerk.
Fakudze, a seasoned administrator and former town clerk at the Mankayane Town Board, assumed his duties on Monday. He is also former Gilgal MP (2003–2028).
He has been appointed for a period not exceeding 12 months.
The appointment comes at a critical juncture for Hlatikulu, which has faced governance and administrative challenges requiring urgent intervention.
The Hlatikulu Commission of Enquiry revealed that the renewal of the former town clerk’s contract was allegedly handled informally and inconsistently, creating legal uncertainty.
The report highlighted incomplete human resource records, absent policies and testimony from staff describing an environment of fear and intimidation that suppressed accountability.
Evidence indicated that the town clerk had served from 2011–2025 through renewable three-year contracts, with the last contract allegedly terminated on September 30, 2025.

Principal Secretary Dr. Simon Zwane explained that Fakudze’s appointment was made under the Urban Government Act No. 8 of 1969 and the Urban Government Staff Regulations of 1969. He emphasised that the move signalled government’s intent to reinforce accountability and bring municipal operations back on track.
Fakudze, who holds a Bachelor of Arts degree, is recognised for strengthening governance systems and improving institutional performance during his two terms at Mankayane. His return to public service is a strategic effort to leverage his expertise in navigating complex administrative environments.
In his new role, Fakudze has been tasked with restoring effective governance systems, rebuilding stakeholder trust, and implementing recommendations of the Commission of Enquiry. These priorities aim to address operational inefficiencies while reinforcing transparency and accountability.
The ministry expressed full confidence in Fakudze’s ability to execute his responsibilities with professionalism.
Councillors at Hlatikulu formally welcomed him, signalling readiness to work collaboratively towards restoring normalcy and improving service delivery for residents.
