Final salary report still has gaps – NAPSAWU

NAPSAWU says the final salary review report for public servants in Eswatini has unresolved gaps, despite consultants fixing missing posts.

NATIONAL Public Services and Allied Workers Union (NAPSAWU) says the final salary review report delivered to public sector unions (PSUs) on Monday has left key issues unresolved.


The union noted that several amendments they had submitted in response to the draft report were not reflected in the final version.

When PSUs received the draft report two weeks ago, NAPSAWU said they noted that some of their members’ job categories were not included, while others were wrongly graded. NAPSAWU, which has the largest number of civil servants, is said to have made requests regarding the draft report by the consultant, Emergency Growth/Umalusi Capital.

The union’s First Secretary General (SG) Msimeto Malindzisa stated that the consultant addressed most of the issues, especially where the issue of missing cadres was concerned.

“We are busy making inroads that we cannot mention at the moment to avoid compromising the process of the negotiations. Also, one has to say there has been an improvement on the things we had requested the consultant to address, like on the issue of the missing posts,” Malindzisa said.

He said when they were comparing the final report against the correspondence they sent, they noted that a large number of the posts that were not in the draft had been included in the final report. He said what was missing was addressing the concerns they had raised, of which among them, they were told by the consultant that since they were appealable, they could not address them immediately. He said what is not appealable, the consultant stated, would be attended to and put in an annexure.

He said they were hoping the pointers were to be directed to the annexures, but similarly it was for a chosen few, which he said that was the process of the inroads.

He mentioned that cordon guards and messengers had been included. “Probably a large number of concerns that we have raised as missing posts were included; those who are still missing are a smaller percentage,” he said.

He added that in the ministry of public works, they raised an issue of three missing posts and they were included.

He said there was an issue of the grading for some posts which the consultant said they were appealable. Today, the union will continue deliberating on the report.

Last week the union conducted consultation meetings with their leaders about the report after the consultant gave them a go-ahead and promised to fix the issues they raised early last week, which did not happen.
