THE civil servants salary review draft report was yesterday presented to Cabinet.
It was presented by the consultant Emergency Growth/Umalusi Capital during a Cabinet meeting.
Principal Secretary in the Ministry of Public Service Mthunzi Shabangu said: “Indeed today, the ministry of public service presented the report to Cabinet.” This development follows a frustrating day for public sector unions (PSUs), whereby on Monday, they were left dejected when the same consultant failed to deliver the final report to the joint negotiation forum (JNF).

According to a report issued by the Swaziland National Association of Teachers (SNAT), the consultant had cited challenges in finalising the document, despite having previously committed to the date.
The SNAT report, signed by Secretary General Lot Vilakati, also noted that a black and white soft copy of the draft was already widely circulating on social media, sparking public discussion and criticism.
During the Monday meeting, it was lamented by the consultant that PSUs shared a report that was not ready.
In as much as there are different views about sharing of the report, the PSUs noted that they were able to note some of the job profiles that were left out.
It also revealed that about 80 job profiles in the education sector were experiencing issues and had not been properly captured in the report as well as cordon guards.
Despite the setback with the unions, the government negotiations team (GNT) had confirmed it would submit the report to Cabinet.
Following the presentation, Shabangu stated that the JNF would convene tomorrow to review the report.
The unions, according to SNAT’s communication, are said they were hopeful that a collective agreement can be signed by September 30, paving the way for an Establishment Circular to be issued by October.
The union urged government to move swiftly to avoid further delays in the process.
